This thesis discusses the legal culture and compliance of foreigners against Law No. 6 of 2011 on Immigration in relation to non-tax state revenues (Studies in Sambas District). From the results of this thesis research obtained the conclusion that With the issuance of Law Number 12 years 2006 About Citizenship The Republic of Indonesia has generated motivation for foreigners to apply for the status of Citizenship of the Republic of Indonesia. The growing motivation of foreigners is Individual because it is a positive response to fulfill the desire to become Indonesian citizen. In addition to the individual motivation, Law Number 12 of 2006 on Citizenship of the Republic of Indonesia has made it easy for foreigners to submit an Application to obtain status as an Indonesian Citizen. This is in accordance with the ideals of the Republic of Indonesia which based on Pancasila and the 1945 Constitution of the State of the Republic of Indonesia guarantees the potential, the dignity and the dignity of each person in accordance with human rights, including the treatment of foreigners who wish to become Indonesian citizens. That citizens are one of the essential elements and principal of the Republic of Indonesia which have rights and obligations that must be protected and guaranteed to be implemented, hence Law Number 12 Year 2006 concerning Citizenship of the Republic of Indonesia has realized the implementation of rights and obligations for citizens, Foreigners who become Indonesian citizens. Foreigners\u27 compliance with Law No. 12 of 2006 on the Citizenship of the Republic of Indonesia is demonstrated by the enforcement of this Citizenship Law by obeying it. Obedience and compliance in implementing the Law of the Republic of Indonesia by foreigners is motivated by the culture of law and the growth of legal awareness, because the Law on Citizenship is in accordance with the values adopted. Thus the legal culture has backed up or underlies the compliance shown by foreigners in implementing the Law of Citizenship of the Republic of Indonesia. Whereas prior to the issuance of the Decree of the Minister of Justice and Human Rights of the Republic of Indonesia, it has obligation to fulfill the requirements which have been determined by paying the Non-Tax State Revenue / PNBP fee as a form of support to the development of the Nation and the State of the Republic of Indonesia, since the Non- A source of State revenue intended for the development of the Republic of Indonesia.
